A: A heat pump is a tank based hot water system that uses the principles of refrigeration instead of an element or burner, therefore they are often cheaper to run, especially if you generate your own power.

A: Yes, in our climate they do. All heat pumps take a bit longer in cooler weather to recover.

A: They do make some operation noise when operating, however generally not a problem. Quieter than a common split system air conditioner.
